Activation Conditions
- Status Conditions: Target must have poison, paralysis, or bleeding
- Stat Stages: Target's Speed must be below 0 (any amount of Speed reduction)
- Items: Target holds Iron Ball (reduces Speed and grounds Flying types)

- Critical Hit Chance: 100% (guaranteed) when conditions are met
- Critical Hit Multiplier: 1.5x damage (standard critical hit damage)
- No Additional Damage: Merciless only guarantees crits, doesn't add extra damage beyond the crit multiplier
